Anthropic has opened a new office in Singapore, its fifth in Asia-Pacific, and signed a Memorandum of Understanding (MOU) with the Singapore Ministry of Digital Development and Information, the company said in an announcement dated October 14, 2026. Anthropic described Singapore as one of its most active markets, saying Claude already powers business and government services there used by millions of people every day, including at GovTech Singapore, Grab, and DBS.
Dale Finlay, Anthropic’s general manager of ASEAN, said the company is committed to Singapore for the long term. He said Singapore customers set an extremely high bar for AI, particularly on reliability and security, and that having a team on the ground brings Anthropic closer to the organizations using Claude on their hardest problems.
MOU Signed at Singapore International Cyber Week
Kai Fong Chng, Permanent Secretary of the Ministry of Digital Development and Information, and Anthropic co-founder Ben Mann signed the MOU on the sidelines of Singapore International Cyber Week. Minister for Digital Development and Information Josephine Teo and Michael Sellitto, Anthropic’s head of APAC policy, witnessed the signing.
The MOU sets out areas of cooperation in AI safety, security, and model evaluation; research on AI adoption and its impact; and responsible adoption across the public and private sectors.
Mann described Singapore as a leader in responsible AI that has invested for years in model testing and evaluation. “We founded Anthropic on the belief that capability and safety have to go hand in hand,” he said. “With this MOU, we’ll partner with Singapore to help ensure the transition to powerful AI goes well here, across Asia-Pacific, and around the world.”
Chng, in remarks carried in the announcement, said Singapore’s approach to AI has been to enable innovation while keeping pace with its evolving risks, and that trust is critical if businesses, workers, and the public are to use AI with confidence. He said the partnership reflects the government’s commitment to expanding responsible AI adoption, building capabilities in companies and government agencies, and delivering impact for Singapore.
Cooperation Plans and Prior Work in Singapore
Under the MOU, Anthropic plans to hold technical exchanges with Singapore’s AI safety, security, and assurance institutions covering model evaluation, testing standards, and incident response. The company said it conducts similar work with safety institutes in other countries, where shared technical information gives governments a clearer view of frontier AI capabilities and risks while helping developers build safer models.
Anthropic also plans to look for ways to strengthen AI skills in Singapore, help small and medium-sized businesses adopt AI responsibly, and support the government’s goal of building AI capability among public officers. It plans to share research and data with the government, including from the Anthropic Economic Index, and to offer technical and policy expertise as Singapore develops its rules for AI.
Anthropic’s work with Singapore goes back to 2023, when it joined the Generative AI Evaluation Sandbox run by the Infocomm Media Development Authority and the AI Verify Foundation. The company later partnered with the two organizations on a red-teaming project spanning English, Mandarin, Malay, and Tamil.
Claude Usage Across Singapore’s Public and Private Sectors
Singapore ranks second among 121 countries for Claude.ai usage relative to its population, at nearly six times the level its size alone would predict, according to Anthropic’s latest Economic Index.
In the public sector, Anthropic reported that more than 1,500 engineers and technical staff at the Government Technology Agency of Singapore (GovTech Singapore) use Claude Code to modernize government systems and accelerate software delivery, work it said has helped GovTech teams provide digital services more efficiently at national scale. The Cyber Security Agency of Singapore is exploring how Claude could help strengthen the country’s cyber defense.
In financial services, DBS, identified in the announcement as Southeast Asia’s largest bank, works with Claude across a range of use cases in its Singapore operations, including software development and day-to-day productivity, within the bank’s security and governance framework. GIC, Singapore’s sovereign wealth fund, is rolling out Claude across its investment and corporate services teams. Anthropic said organizations in regulated sectors such as financial services can now run Claude with in-region inference on Amazon Bedrock, a setup it said helps them meet strict data processing requirements.
The announcement also describes deployments at Singapore technology companies. Grab powers BriX, its sales assistant, with Claude, which Anthropic said saves Grab’s sales teams roughly 40,000 hours per quarter and surfaces new sales opportunities. Sea, the business behind Shopee, Garena, and Monee, uses Claude to help Shopee’s customer service chatbot respond faster and more accurately, and thousands of Sea employees write and debug code with the model. Supabase, a developer platform rooted in Singapore, is building with Claude Code.
Opening Events and Hiring
Senior Anthropic leaders are in Singapore for the opening, meeting with customers, developers, and policymakers. On October 14, 2026, the company hosted Builder Summit Singapore, an event that brought more than 300 developers together with Anthropic’s engineering and product leaders. In the days before the summit, Singapore’s Claude community ambassadors held a meetup for more than 700 local builders.
Anthropic said the Singapore office is open and hiring, with candidates directed to its careers page.
